Now how car rentals work. Typically it goes like this. You MUST be 21 to rent a car, no exceptions. You must also have a valid Drivers license as a 21 year old. Now, car rental places typically will charge you a fee if you are 21-24 years old, because those are the people who have the highest accident rate. Some places will wave this fee but not many.

Car rentals will charge you for using the car, Insurance, how much mileage you put on the car, and how much gas you use. If you want to save a surchage Fill up the gas tank right before you bring it back, so they won't have to and you won't have to pay.
